Step-by-Step Guide to Booking Off-Post Lodging on DTS Using Foxhole

Soldier Receives TDY Assignment

  • The soldier is assigned a Temporary Duty (TDY) location and must secure lodging.

Soldier Accesses DTS to Book Lodging

  • The soldier logs into the Defense Travel System (DTS) to arrange accommodations.

Soldier Elects to Stay in Off-Post Housing

  • Instead of selecting on-post lodging or government quarters, the soldier chooses off-post housing.

DTS Flags the Selection and Requires a Justification Statement

  • DTS will prompt the soldier to provide a reason for not using government quarters.
  • Copy and Paste the Following Statement:

Justification Statement for DTS:

“In accordance with the Joint Travel Regulations (JTR), Table 2-14, item 6, I have elected to utilize off-post lodging. Per JTR guidance, if adequate Government quarters are available on the U.S. installation to which a Service member is assigned TDY, but the Service member chooses to use other lodging, the Service member is limited to the reimbursement cost of Government quarters on the assigned TDY installation (44 Comp. Gen. 626 (1965)). I acknowledge that my lodging reimbursement will be limited to the Government lodging rate as outlined in the JTR.”

Find and Secure Lodging at or Below Government Rate

  • Locate a Foxhole property that aligns with the TDY lodging per diem.
  • If the listing rate exceeds the government lodging rate, follow these steps:
    1. Message the Foxhole host through Foxhole’s in-app messaging.
    2. Explain your situation and request an adjustment to match the government lodging rate.
    3. Once the host updates the rate, proceed with booking.
  • If the rate is already below the government lodging per diem, no adjustment is needed.

FAQ:

  • What if the lodging cost is higher than the government lodging rate, and the host will not adjust it?
    • The government will still reimburse up to the government quarters rate, but the soldier is responsible for paying the difference.
  • What if I find off-post lodging at a lower rate than government quarters?

The government will reimburse the actual cost, even if it is lower than the lodging per diem.

Book Foxhole Using the Government Travel Charge Card (GTCC)

  • Soldiers must use the GTCC to pay for lodging, as required by DoD travel regulations.

Stay Complete – Foxhole Issues a JTR-Compliant Receipt

  • Upon check-out, Foxhole provides an itemized receipt that meets DTS requirements.

Submit DTS Reimbursement Packet

  • Log into DTS and submit a travel voucher with the Foxhole receipt for reimbursement.
  • The reimbursement will be capped at the government lodging rate unless a CNA was obtained.
